Redcone Recruitment is fully committed to ensuring the health, safety, and wellbeing of its employees,

subcontractors, clients, and the general public. As a traffic management recruitment agency and subcontractor, Redcone Recruitment recognises the inherent risks associated with its operations, particularly in road traffic environments, and is dedicated to maintaining safe and healthy working conditions in compliance with the Health and Safety at Work Act 1974, the Management of Health and Safety at Work Regulations 1999, ISO 45001 standards, and the National Highways Sector Schemes (NHSS) requirements.

This policy outlines Redcone Recruitment’s approach to managing health and safety risks, ensuring compliance with all relevant UK laws, promoting a positive safety culture, and preventing accidents, injuries, and work-related

illnesses. This policy applies to all employees, operatives (NHSS 12A/B and 12D), subcontractors, and visitors involved in Redcone Recruitment’s operations.

1.2 Objective

The primary objective of this policy is to ensure that Redcone Recruitment provides and maintains a safe and healthy working environment for all individuals under its control. This includes adhering to safety regulations, minimising risks, providing appropriate personal protective equipment (PPE), and fostering a proactive approach to health and safety management.

2: Purpose

Key Health and Safety Objectives

This Health and Safety Policy is designed to:

  • Protect the health, safety, and wellbeing of all employees, subcontractors, and anyone affected by Redcone Recruitment’s
  • Ensure compliance with the Health and Safety at Work Act 1974, ISO 45001 standards, NHSS regulations, and other applicable UK health and safety legislation.
  • Reduce and control workplace hazards through effective risk management
  • Ensure all employees and subcontractors are adequately trained and equipped to perform their duties
  • Promote a positive health and safety culture where every employee and contractor takes responsibility for maintaining a safe working environment.

3: Scope

Application of the Policy

This Health and Safety Policy applies to all employees, operatives, subcontractors, clients, and visitors involved in Redcone Recruitment’s operations, including:

  • Recruitment and provision of NHSS 12A/B and 12D traffic management
  • Subcontracted traffic management
  • Office-based
  • Worksites, public highways, and any other locations where traffic management activities are

3.2 Legal and Regulatory Compliance

Redcone Recruitment is committed to complying with all relevant health and safety laws and standards, including but not limited to:

  • Health and Safety at Work Act 1974
  • Management of Health and Safety at Work Regulations 1999
  • Control of Substances Hazardous to Health (COSHH) Regulations 2002
  • Personal Protective Equipment at Work Regulations 1992

4: Roles and Responsibilities

Company Directors and Senior Management

Senior management has overall responsibility for health and safety within Redcone Recruitment. Their duties include:

  • Ensuring that Redcone Recruitment complies with all relevant health and safety legislation and
  • Providing adequate resources and support for the effective implementation of this Health and Safety
  • Ensuring that health and safety risks are managed and controlled across all
  • Setting health and safety objectives and reviewing performance
  • Ensuring that effective communication systems are in place to convey health and safety information to all employees and subcontractors.

4.2 Supervisors and Managers

Supervisors and managers are responsible for:

  • Implementing health and safety procedures at the operational
  • Conducting regular site inspections to ensure that health and safety measures are
  • Providing employees and subcontractors with the necessary training, information, and equipment to carry out their duties safely.
  • Reporting and investigating any accidents, incidents, or near misses, and ensuring appropriate corrective actions are taken.

4.3 Employees and Subcontractors

All employees and subcontractors have a duty to:

  • Follow Redcone Recruitment’s health and safety policies and
  • Take reasonable care for their own health and safety, as well as the health and safety of others who may be affected by their actions.

  • Report any hazards, unsafe conditions, or near misses to their supervisor or manager

5: Risk Management

Risk Assessments

Redcone Recruitment will carry out comprehensive risk assessments for all its operations, identifying potential hazards and taking steps to control or eliminate those risks. Risk assessments will be:

  • Conducted before the commencement of any new project or traffic management
  • Reviewed regularly, particularly in the event of an incident or significant change in
  • Tailored to specific worksites, traffic management operations, and associated activities, ensuring compliance with NHSS 12A/B and 12D guidelines.

5.2 Control of Hazards

Redcone Recruitment will take all reasonably practicable measures to control risks identified through risk assessments, including:

  • Implementing appropriate safety procedures and guidelines for traffic management
  • Using barriers, cones, traffic signs, and warning lights to protect workers and the
  • Controlling hazardous substances and ensuring compliance with COSHH
  • Providing adequate ventilation, lighting, and signage on all
  • Ensuring equipment and vehicles are maintained and inspected regularly to prevent

6: Personal Protective Equipment (PPE)

Provision of PPE

Redcone Recruitment will ensure that all employees and subcontractors are provided with suitable personal protective equipment (PPE) to safeguard their health and safety while performing traffic management tasks. PPE may include:

  • High-visibility clothing
  • Helmets
  • Gloves
  • Safety footwear
  • Ear protection (where required)

6.2 Use and Maintenance of PPE

7.1.3 Ongoing Training and Refresher Courses

7.2 Competency Certification

All traffic management operatives must hold valid qualifications and competency certificates in line with NHSS 12A/B and 12D requirements. Redcone Recruitment will maintain records of operatives’ qualifications and ensure that all operatives are properly certified before deployment on any site.

8: Incident Reporting and Investigation

Incident Reporting

Redcone Recruitment requires all accidents, incidents, near misses, and dangerous occurrences to be reported immediately to the relevant supervisor or manager. This includes:

  • Injuries or illnesses sustained on-
  • Dangerous occurrences, such as vehicle collisions, equipment failures, or hazardous substance

All reported incidents will be investigated thoroughly to identify the root cause and prevent recurrence.

9: Emergency Procedures

9.2 First Aid Provision

Redcone Recruitment will ensure that sufficient first aid provisions are in place at all worksites. This includes:

9.3 Fire Safety

Redcone Recruitment will implement fire safety measures at all sites, ensuring that:

  • Fire extinguishers and other firefighting equipment are available and regularly
